There are four organizations or regulatory bodies that own and manage property within Sunset Beach: Prairie’s Edge Development Corporation, the Water Security Agency, the R.M. of Loreburn No.254, and the individual property owners. All residents must understand the ownership structure of the development, as each organization has specific responsibilities.

Prairie’s Edge Development Corporation

Prairie’s Edge Development Corporation is the developer organization at Sunset Beach. This organization purchased the 170 acres of land known as Sunset Beach for the purpose of developing a recreational subdivision. Prairie’s Edge Development Corporation owns several areas at Sunset Beach, as indicated on the provided map below. The creation of community amenities, such as the boat launch, park and playground, sport court, and recreational trails are privately owned by Prairie’s Edge Development Corporation. These amenities benefit current owners and create an inviting atmosphere to attract visitors, some of whom may become future permanent community members.

After purchasing property, an owner can expect Prairie’s Edge Development to maintain the development land until the project is complete. However, any additional services are at the discretion of Prairie’s Edge Development Corporation.

The Water Security Agency

The Water Security Agency is the Crown Corporation that owns and manages the Environmental Reserve areas within Sunset Beach. All Environmental Reserve areas are outlined in the provided map below. These areas are managed by the Water Security Agency to protect the shorelines and water quality of Lake Diefenbaker.

The responsibility of the Water Security Agency to Sunset Beach lot owners is to review submitted permit applications, such as the Aquatic Habitat Protection Permit. This permit is required for any shoreline work on Environmental Reserve lands, which may include a lot owner seasonal private dock along the shoreline, constructing and installing stairs to reach the shoreline, clearing vegetation on the shoreline, and more.

The developer, Prairie’s Edge Development Corporation, has no jurisdiction over the Environmental Reserve lands and is not exempt from applying to the Water Security Agency for any shoreline work on these lands. For example, the beach access ramp, beach access stairs, irrigation lines for tree watering, and any beach maintenance work completed by summer students all required permitting approval from the Water Security Agency. Additionally, all permits from the Water Security Agency require renewal as they expire.

The Rural Municipality of Loreburn

The local governing body at Sunset Beach is the R.M. of Loreburn No.254. The municipality provides services and governing to the community, with several areas at Sunset Beach owned and managed by the R.M. of Loreburn, as outlined in the provided map below.

The municipality governs Sunset Beach, according to their most recent version of R.M. bylaws, which cover important information on prohibited and permitted uses on individual properties and the recreational development at large. The most recent version of the bylaws can be requested from the municipality office. However, the R.M. of Loreburn has specific responsibilities to the Sunset Beach community, as lot owners pay municipal taxes and fees, including annual property taxes, mobile dwelling licensing fees, and lagoon fees, in exchange for rate payer services.

These services include year-round road maintenance for internal development roadways and the main access roadway that connects to Book Road, including snow removal to ensure year-round road access to the development. Additionally, the municipality also manages over five acres of Municipal Reserve areas that exist as natural green spaces throughout the development. Currently, these spaces are maintained through a contractual agreement with Prairie’s Edge Development Corporation, but the Rural Municipality is the owner of these areas. Further, it is the R.M. of Loreburn’s responsibility to provide waste disposal services to the Sunset Beach residents. Currently, the municipality operates a transfer station, located 20 minutes north-east of the development, that is open to residents. Moreover, the municipality also has the obligation to govern individual lot development and construction, through the review of development and building permit applications submitted by individual lot owners. Finally, it is the Rural Municipality’s responsibility to listen to and address concerns of their rate payers and residents. Any questions or concerns pertaining to the services received as a resident within the municipality in exchange for annual taxes and fees, can be directed toward the R.M. of Loreburn.

Sunset Beach Lot Owners

Lot owners are the individuals that purchased property at Sunset Beach. These sold properties are outlined in the provided map below. The responsibilities of lot owners to the other relevant organizations and regulatory bodies are as follows:

Once a property purchase is finalized and the lot owner agrees to the provided building specifications, they have no further responsibilities to the developer, Prairie’s Edge Development Corporation. However, if the lot owner chooses to utilize any additional services offered by the developer, such as annual boat launch access, it is the lot owner’s responsibility to complete the necessary agreements and pay the annual fees associated with these services. Similarly, lot owners must treat amenities that carry no fees, such as the park, playground, recreational trails, and sport court, with respect. If a lot owner chooses not to engage with or utilize any amenities or services provided by Prairie’s Edge Development Corporation, that lot owner has no responsibilities toward the developer once their property sale is finalized.

If a lot owner wishes to place a private dock on the shoreline, it is the lot owner’s responsibility to apply to and work with the Water Security Agency to obtain the necessary permitting approval. However, if a lot owner does not have any intention of completing any shoreline work on Environmental Reserve lands, they have no responsibility to the Water Security Agency other than treating Environmental Reserve lands with care.

Above all, a lot owner has the most responsibilities towards the R.M. of Loreburn. These responsibilities include paying their annual property taxes, annual mobile dwelling licensing fee (if applicable), and annual lagoon fees, as well as obtaining the necessary development and building permits for relevant lot construction. Lot owners must also abide by the most recent version of the R.M. bylaws, which can be requested from the municipality office at any time for review.

It is important to highlight that the bylaws and building specifications state that lot owners are responsible for maintaining their property, including their approach, driveway, and ditches. The maintenance of ditches on sold properties are not the responsibility of Prairie’s Edge Development Corporation or its hired summer students.

If a lot owner is concerned about the level of lot maintenance of their neighbours or other property owners within the development, we encourage them to contact the R.M. of Loreburn and report this under their nuisance bylaw. The developer has no jurisdiction to enforce these relevant bylaws, such as ditch maintenance. These concerns must be directed toward the R.M. of Loreburn for proper action to ensue.

Finally, lot owners have the responsibility to be respectful to their neighbours and other property owners within the development. The lot owners have created a formal Community Association for community events, future operations, and more. Each individual lot owner has the choice to engage with the Community Association at this time, with no formal responsibilities.
